Starfleet was assimilated by the unholy alliance of the Borg and the Changelings during Picard season 3, episode 9's Frontier Day celebration. The Borg and the Changelings took control of Starfleet and destroyed the USS Excelsior, which Elnor (Evan Evagora) was stationed aboard in Star Trek: Picard season 2.
